I support the implementation of the Bullying and Neglect Administrative Oversight Committee, outlined below.
I am strongly urging the Peru Community Schools School Board to write the committee into school policy and implement it ASAP.
Bullying and Neglect
Complaint Oversight Committee
(a) Committee Purpose –
1) Investigate the steps the administrator took to investigate the complaint.
2) Investigate all evidence pertaining to the complaint, including surveillance footage (if any).
3) Investigate the resolution or conclusion of the administrator.
4) Check in with Parent to ensure they agree with the resolution.
5) Discuss options and possible solutions for remedy with other Staff or Counselors, and offer ideas for remedy.
6) Check in 30 days after the resolution to make sure the resolution is working (or needs modified).
7) Write Report and make available (see section (c) below).
(b) Committee Members and Structural Workings –
1) Committee members should be made up of at least 3 people from each building.
2) No members can be a PCS Administrator.
3) Members of same building do NOT investigate complaints. It must be members from a separate building that investigates the complaints in each building.
4) Must be at least two members to investigate each complaint.
5) The goal is to remove the ability for one person to make false claims or false conclusions, and create accountability.
6) The Committee should be given all authority to investigate these matters, without fear of retaliation.
7) The Committee will answer only to the School Board, and operate outside of the authority of the superintendent or principals.
(c) Complaint and Investigation Transparency –
1) Redacted and Summarized Complaint report should be made available on the school website, including the investigation results and outcome/resolution within 30 days of the complaint.
2) The committee should be given copies of video footage, with all other students blurred so they are not identifiable, and footage should be shared with Complaining Parent, if requested.
3) Complete (and redacted, if needed) Report should be shared with Complaining Parent.
(d) Goal of Committee –
1) Create Accountability and Transparency, and remove the ability of one person to cover-up anything, and ensure that all Students are treated equally.
2) Parents need somebodies to call to get solutions and answers when they feel an investigation was not handled properly or the solutions offered is not adequate.
3) To Restore faith in the School System of the community.
